Water Tower Park

I've been living in the Seminole Heights neghborhood here in Tampa for a little more than a year now. Every week or so, when I venture north on Florida Avenue and cross the Hillsborough River, I notice a wonderful, open piece of riverfront property. Not once, however, have I seen a human being or an animal making use of this great, urban greenspace.

Surrounded on all sides by a chain link fence, this multi-acre parcel sits empty. Why? The grass is mowed, the beatiful Live Oaks are mulched and pruned. The water tower seems (from a distance) to be secure and provided with adequate bars and locks. What, then, is the reason for the apparent lack of use? Anyone? Bueller?
